In another bowl, whisk cream of mushroom soup and milk.
Stir garlic powder, onion powder, salt, and black pepper into the soup mixture.
Pour sauce over rice mixture and stir until evenly combined.
Transfer mixture into prepared baking dish.
Drizzle melted butter over the top.
Sprinkle crushed crackers or breadcrumbs if using.
Bake for 25–30 minutes until bubbly and golden.
Let rest 5 minutes before serving.
