Place chicken pieces in a bowl and pour buttermilk over them.
Cover and marinate in the refrigerator for at least 2 hours.
In another bowl mix flour, garlic powder, paprika, salt, and black pepper.
Remove chicken from buttermilk and coat in the seasoned flour mixture.
Heat oil in a deep skillet to about 350°F (175°C).
Fry chicken for 10–12 minutes until golden and cooked through.
Remove chicken and drain on paper towels.
In a small pan melt butter and mix with honey.
Drizzle the honey mixture over the fried chicken before serving.
